The Strozhnitzer Rebbe, father of the Clevelander Rebbe Zatzal says
that this can be explained by the method of hints known as remez:
Chazal explain in Chagigah 8b the pasuk (Malachi 2:7) "the lips of a
Kohen guard knowledge and they shall ask for Torah from his mouth, for
he is like an angel of the G-d of hosts" that [only] if the Rav can be
compared to an angel they should seek Torah from him.
The seforim explain that there are two types of tzadikim: there are
those that say Torah at their tisch at length, words of mussar and
rebuke and say derashos and speeches before their assembly and
congregation. Then there are some tzadikim that refrained from saying
words of Torah at their tischen neither did they say derashos before
the congregation or public speeches. Nonetheless their congregation
grew and expanded and they were successful in increasing their Torah
study and fear of Heaven. This was because they taught through serving
as a personal example, where all of their very own ways, customs and
manner served to teach and demonstrate the way of G-d as the pasuk
says "and your eyes should see your mentor and teacher." By seeing the
tzadik's ways and his behavior with our very own eyes we can learn
from the tzadik much more than our ears would learn from hearing his
words.
This then is what is meant by only "if the Rav can be compared to an
angel they should seek Torah from him." Then we should do our best to
hear Torah from his mouth, if however is not only like an angel, but
rather he is much higher, standing on a loftier station and greater
than an angel, as we say in Sanhedrin 93a that tzadikim are much
greater than ministering angels, do not ask to hear Torah from his
mouth, instead it suffices to see his manners and ways in serving
Hashem. By seeing this alone, it is enough and sufficient to merit to
mend our ways and rectify our deeds.
In this manner we can explain our pasuk: "And Moshe went or walked and
spoke these words," by seeing how Moshe went or walked and conducted
himself it is as if he spoke these words, when Bnei Yisroel saw his
great lofty spiritual level and how he behaved this influenced them as
much just as if he had spoken to all of them. Understand this.

The manner of service and the mannerisms and actions of the beginner
tzadik who is only starting out and just beginning to go on the path
of holiness and serving the Creator may appear somewhat strange and
foreign to some simple minded individuals. Therefore it fails to enter
into their hearts to influence them positively since they say that his
ways and mannerisms are strange or weird in their eyes. This is
because such a tzadik is still incomplete, his righteousness is not
yet whole and complete.
However the true tzadik whose intents and purposes are only to uplift
the Shechinah, his actions enter the hearts of the people and cause
them to feel a great love in their heart and to sacrifice themselves
for the sanctity of Hashem and they are mosef nefesh al Kiddush
Hashem.
This is what the pasuk means "And they each man gave the atonement for
their souls etc, and no plague will attack them when I remember them,"
meaning that the actions and mannerisms of the tzadik will not push
away or distance others since it won't appear improper to them, rather
instead it will increase and augment the love in their hearts much
greater. *

The primary directive is to learn from the tzadik's ways and actions.
To see how he serves Hashem and to watch him and his holy manners and
actions. This will awaken his heart within and inspire him as well to
act in a holy manner to begin to serve Hashem and commence avodaso
yisborach. This is what is meant by "they gazed upon Moshe" – often
translated as they look after Moshe.
