Q. While walking outside on Shabbos, I heard a minyan reading the Torah. Was I permitted to continue walking, or was I required to stay and listen until the end of the aliyah? (a subscriber's question)

A. Shulchan Aruch (OC 146:1) writes that one is forbidden to leave as long as the Torah is rolled open, however, between aliyos it is permitted. This is based on the Gemara (Berachos 8a) that states that the verse "V'ozvei Hashem Yichlu" (Those who leave Hashem will be destroyed – Yeshaya 1:28) refers to one who leaves during the Torah reading. The Mishnah Berurah (146:1) writes that this is true even if one already heard the Torah reading and even if there are ten others who will remain. Poskim discuss whether this also applies to one who is davening with a minyan, but is standing in the Ezras Nashim (women's section) (See Sefer Gam Ani Odcha 5: pg. 122). The reason to be lenient is because the Ezras Nashim is a separate area, while the reason to be strict is because the people in the Ezras Nashim are davening together with the minyan. It would therefore seem that those who are completely outside the Shul and did not come to hear the Torah reading are certainly not restricted from passing by. Sefer Meir Oz (siman 146) writes that it is possible that if one was walking and he stopped to listen to the reading, the person becomes connected to the minyan and would be required to remain until the end of the aliyah. In any event, if just walking past, leaving would be permitted.
