Subject: F.R.E.E incident Update
Chicago Police Department 24th District F.R.E.E. incident update:
The 24th District Chicago Police had a meeting on Friday, January 26, 2020, with the Rabbis of the 24th district to discuss the incident that took place at F.R.E.E.
Below is a video of the event that occurred: | | The incident occurred on Sunday at 6:30 PM on January 26th after the evening service.
Because there is a mechanical lock on the door, the individual was waiting outside until a child opened the door and then he entered somewhat abruptly. The Rabbi engaged the individual in conversation for approximately 3 minutes before the event on the video took place.
If you have any information about this individual, you are asked to call Officer Heath at 312-384-0189 or Officer Specht 312-919-7856 with the CPD Places of Worship Advisory Safety Team. If you see this individual at your shul, do not let him enter and call 911 immediately.
Other local law enforcement agencies have been notified.
Important lessons learned: - Body language can signal a person's intent to do harm, as seen by the individual
- His right hand never left his pocket
- His attempt to lock the door
- His rapid approach toward the Rabbi
- Having the appropriate systems and training in place defeated a threat
- If you see someone hanging around and they are not familiar to you, call police immediately, not the rabbi or a member of the community. IT IS IMPERATIVE TO CALL 911 AT THE TIME OF THE INCIDENT
- Be aware of your surroundings at all times
- Do not allow someone who is unfamiliar to you to enter the facility
- To the best of your ability, keep the potential threat outside of the locked doors
- If you feel uncomfortable about an individual who has entered your faculty, and they do not leave upon your request, call police immediately
- It is important to have an audible panic alarm system
- Do not downgrade a call to the police after an individual has left the facility
- Having a plan in place during the time the police are notified until they arrive (and have a drill)
- It is important to prepare for an event before it occurs
- It is imperative to have good quality video surveillance equipment
- Situational Awareness - Pay attention to your surroundings all the time
- If you see something, say something
When calling 911: - Refer to your location as a House of Worship (not everyone knows what a shul is)
- Know the address of the shul you are attending. We in the community identify shuls by name or initials, but the 911 operator will not understand this.
In the City of Chicago
CPD is currently taking the following actions: - Increasing patrols on Houses of Worship
- Conducting a safety review of your facility
- Routing all calls from all Houses of Worship addresses to highest priority at 911 call centers
- Visiting all Houses of Worship (24th and 17th District Police) to test alarm systems to ensure that calls are being routed appropriately to the 911 call center
- Offering Greeter/Situational Awareness, Active Threat and Evacuation Alertness presentations (Contact Officer Heath at 312-384-0189 or Officer Specht 312-919-7856)
