One can only be sure that a food is kosher certified if it is in the original packaging which bears the kosher symbol, and the consumer can be sure that it has not been tampered with.  For ice cream, this means that if a brand of ice cream is certified, one can purchase containers or sealed packages of that food, and of course, it can be bought from a certified "ice cream store" which scoops it out of the container for individual customers.  [In the Chicago area, the cRc certifies Dairy Star in Lincolnwood, Graeter's Ice Cream in Northbrook, Scoops at Main Pizza/Chalavi in Chicago, and one Dunkin Donuts/Baskin Robbins (on Devon and Kedzie) in Chicago.  Additionally, some cRc-certified kosher restaurants offer ice cream].

 

However, one should generally not purchase ice cream from an uncertified "ice cream store" unless one follows the detailed guidelines which can be found on the cRc website at https://kshr.us/IceCream.    That said, a new issue has come to light.  Namely, the Haagen Dazs store in the Lincolnwood Town Center is owned by a Jewish person who did not sell his chametz before Pesach 2020.  Although it is many months since Pesach, we have confirmed that the store still has ice cream cones that were in their possession during Pesach.  Those cones are forbidden (not kosher) due to their being chametz she'avar alav haPesach, and should be avoided.
