On Rosh Chodesh Av we recite Hallel just as we do on each Rosh Chodesh. With a month with such tragedies, one might think that it would not be appropriate to celebrate the first day of this month. Perhaps, the message of Hallel is to emphasis that two-thirds of the month are days of consolation and hope. As a nation, we have the capacity to hold two very different emotions - to mourn and move forward at the same time.
