Special Coronavirus Update

June 23, 2020

Dear Neighbor,

Chicago to Enter Phase 4 - June 26

Chicago is on track to move to Phase 4 of our reopening plan this Friday, June 26. This will allow additional businesses and public amenities to open with limited capacities and appropriate safeguards. Most notably, Phase 4 allows for indoor social gatherings up to 50 people, and allows restaurants and bars to reopen for indoor seating with strict safety restrictions in place.

While this is great news, please remember to remain vigilant and continue to follow social distancing guidelines. We have unfortunately seen across the globe that regions that loosen restrictions too fast are starting to see a resurgence of the virus.

In Phase 4, all residents should continue to abide by important guidance including: physically distancing and wearing a face covering; limiting non-business, social gatherings to 50 persons for indoor events and 100 for outdoors; staying at home if you are considered vulnerable, feel ill or have come into contact with someone with COVID-19; and getting tested if you have symptoms.

The new industries that will be allowed to reopen in Phase 4 in Chicago are:
  • Indoor seating in bars and restaurants
  • Museums and zoos
  • Performance venues
  • Summer camps / youth activities
More information, and industry-specific guidelines, can be found at www.chicago.gov/reopening. To help businesses understand how to reopen and maintain a safe space for the public, the Department of Business Affairs and Consumer Protection (BACP) is holding a series of webinars this week. Register at www.chicago.gov/businessworkshops.

The decision to move to Phase 4 is based on Chicago's stable or declining coronavirus cases, as well as our goal of reaching fewer than 200 new cases a day (currently at an average of 167). You can view the full metrics that went into this decision here

On a local level, the 50th Ward is also trending down on COVID-19 cases. Zip code 60645, which showed a high early rate of infection, is currently at 8.7% positivity, with a case rate of 71.2 people per 100,000. Zip code 60659, is also at 8.7% positivity, with a case rate of 65.7 people per 100,000. This is for the week ending on June 13, which is the most recent data available on a zip code level.

Together Now Fund

The City of Chicago has launched a new fund to provide financial relief to small businesses and non-profits affected by COVID-19 or recent property damage. Apply now at www.chicago.gov/togethernow. The application deadline is Monday, June 29.

Chicago businesses with property damage are eligible for grants up to $10,000 to help with repair costs. Businesses that have at least a 25 percent revenue loss due to COVID-19 are eligible for operational grants up to $4,000 to help cover economic losses.

Each business owner is eligible to apply for one infrastructure grant and one operational grant. Select regional or national chain businesses, including franchises, branch banks and payday loan stores, are not eligible. Other restrictions apply.

The $15 million fund is supported by an initial commitment of $10 million from the City of Chicago, a $1 million contribution from Jewel-Osco, and several million dollars in additional private donations. For more information or to apply, visit www.chicago.gov/togethernow.

Donation Drive

I am partnering with my colleagues in the Chicago City Council Women's Caucus to collect donations for women and families in need throughout the city. Thank you to everyone from the 50th Ward who dropped off formula, diapers, baby wipes, tampons, sanitary napkins, and other basic necessities!

It is not too late to participate. Monetary donations can be made at bit.ly/W2WDonate. If you are in need, you can request a care package at bit.ly/w2wdrive.

Stay safe and healthy!

Sincerely,

Debra L. Silverstein
